There are steps to the water and the sloping profile makes it suitable for entry level up to light technical diving.
Details
The dive park is roped off with buoys to keep boat traffic out. Entry is via large concrete steps that go into the water.
Navigation is fairly straightforward, pick a depth reference and follow the slope, combine with compass navigation.
Access
Take any of the ferries to the island, then walk your gear .8 miles northeast along the harbor to get to the dive park. Gear up next to the steps and use them for entry and exit.
Facilities
There is a well equipped dive shop called Catalina Diver Supply located immediately adjacent to the dive park that provides equipment and tank rentals, air fills, and banked 32%. There are rebreather divers on staff so they can probably accommodate rebreathers, call ahead. They're also one of the few shops to offer Avelo if that interests you. The usual set of recreational dive gear is available for purchase.
CDS has restrooms and showers but they typically do not allow divers to use them unless they are students.
Beyond that facilities are very barebones, there may or may not be porta potties there. Plenty of restaurants in Avalon but they close early so don't expect to eat after a night dive.

This is an excellent night diving site. Bioluminescence occurs here and is a must-see if it is popping, ask CDS staff for reports.
Safety
The site is located next to Avalon Harbor, which has frequent boat traffic. Be mindful to stay within the park perimeter.
Significant surge can be present, take care not to get thrown into the rocky shoreline or steps.
Be mindful of other divers as this is probably the most popular training site for the entirety of Los Angeles and surrounding areas.
