Catalina Island is the easiest island to access of the Channel Islands, with regular ferries running out of several cities on the adjacent California coastline. Once on the island it's only a .8 mile walk to one of the best shore diving sites on the West Coast, Casino Point. There's plenty of other diving to be done, though; several charters run out of Catalina and there are a host of sites scattered around the island.
